twillo.de is the central portal for Open Educational Resources (OER) in Lower Saxony. It offers a platform for free and openly licensed educational materials that are expressly available for reuse, editing and distribution.
"Open Educational Resources open up education," explains Noreen Krause, twillo project manager at the German National Library of Science and Technology (TIB). OER make it possible to flexibly adapt teaching materials to specific teaching and learning contexts and thus facilitate the design of modern educational programs. In addition to the repository for OER, twillo offers comprehensive support services - from workshops and legal advice to specific services for universities.
A central element of the further development is the twilloHub, a service for federal states and educational institutions that want to jointly expand their OER infrastructure. The use of twillo's technical infrastructure as a common basis creates valuable synergies for the provision, administration and dissemination of open educational materials. One successful example is ORCA.NRW, which uses the twillo infrastructure for its own OER portal. The twilloHub is open to other partners.
"Teachers can share their OER on twillo and thus actively shape the future of education," emphasizes Krause. OER gain in quality through collaborative further development and always remain up-to-date. They also strengthen the visibility and reputation of teachers in the academic community.
twillo is being further developed by the TIB - Leibniz Information Centre for Science and Technology, the E-Learning Academic Network Niedersachsen (ELAN e.V.), the University of Osnabrück and the HIS Institute for Higher Education Development (HIS-HE) in order to sustainably expand and establish the portal. Previously, Emden/Leer University of Applied Sciences and Stud.IP e.V. were also involved in the first funding phase (2019-2023). twillo is funded by the Lower Saxony Ministry of Science and Culture.
