We would like to provide insights into the work of the OER Advisory Board of the BMBFSFJ and various networks and highlight challenges in practice and perspectives for transnational cooperation. \n\nOpen education is politically desired, professionally justified and infrastructurally supported. And yet it is rarely systematically anchored. In this session, Anja Lorenz, David St\u00f6llger and Noreen Krause will provide insights into the work of the OER advisory board (including the Open Educational Practices working group) and use networks such as KNOER and practical examples such as twillo.de with <a href=\"https:\/\/www.twillo.de\/blog\/twillohub-oer-laenderuebergreifend\/\">twilloHub<\/a> and Digital Learning Campus (DLC) to classify how cooperation and transnational infrastructure work. Together, we will shed light on key areas of tension: Governance vs. voluntarism, federalism vs. collaboration, quality assurance vs. openness, AI dynamics vs. policy tempo. Finally, we will gather concrete next steps and provide space for questions.    \n\nThe event will take place on stage in Hamburg, but will also be broadcast online.
