An interim report from Lower Saxony and beyond"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">From the idea to the concrete project<\/h2>\n\n<p>Around the turn of the year 22\/23, the idea was born to orga\u00adnize a final con\u00adfer\u00adence at the end of twillo\u2019s first fund\u00ading phase. Under the unwieldy name \u201cFund\u00ading Phase 1 \u2014 Final Event\u201d, the twillo team devel\u00adoped the idea for Open Up and finally pitched it to the Lower Sax\u00adony <a href=\"https:\/\/www.mwk.niedersachsen.de\/startseite\/\" target=\"_blank\" rel=\"noreferrer noopener\">Min\u00adistry of Sci\u00adence and Cul\u00adture<\/a> (MWK). With approval from all sides, the orga\u00adni\u00adza\u00adtion of the con\u00adfer\u00adence could begin. For\u00adtu\u00adnately, the twillo team quickly found a main orga\u00adnizer in Gabi Fahrenkrog, who was always able to main\u00adtain an overview thanks to her expe\u00adri\u00adence at <a href=\"https:\/\/www.vbib.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">#vBiB<\/a>. Noreen Krause, Prod\u00aduct Owner at twillo, also empha\u00adsizes this: \u201cThe diverse ideas just bub\u00adbled over. It was good that with Gabi on board, the plan\u00adning and design had a mag\u00adi\u00adcal struc\u00adture.\u201d    <\/p>\n\n<h2 class=\"wp-block-heading\">The hot phase<\/h2>\n\n<p>The ideas never stopped flow\u00ading and until shortly before the con\u00adfer\u00adence, some\u00adthing new was added again and again, as Sil\u00advia Czer\u00adwin\u00adski from the team reports: \u201cAnd then Britta came up with the bril\u00adliant idea: what sym\u00adbol\u00adizes our value of sus\u00adtain\u00adabil\u00adity bet\u00adter than a jar of honey from regional bees? We were thrilled and hope\u00adfully the speak\u00aders were too with their sweet gift.\u201d So every\u00adone, but espe\u00adcially Gabi, was busy answer\u00ading ques\u00adtions and reg\u00adis\u00adtra\u00adtions, prepar\u00ading the give\u00adaways and review\u00ading pre\u00adsen\u00adta\u00adtions sub\u00admit\u00adted at the last minute.   <\/p>\n\n<p>After the Min\u00adis\u00adter of Sci\u00adence, Falko Mohrs, had agreed to give a per\u00adsonal greet\u00ading on site, he unfor\u00adtu\u00adnately can\u00adceled. As an alter\u00adna\u00adtive, the Min\u00adistry reli\u00adably pro\u00advided a video mes\u00adsage from the Min\u00adis\u00adter and the open\u00ading of the con\u00adfer\u00adence was able to take place almost as planned. Joachim Schacht\u00adner, State Sec\u00adre\u00adtary at the Lower Sax\u00adony Min\u00adistry of Sci\u00adence and Cul\u00adture, was also on hand to pro\u00advide insights into the work and views of the MWK dur\u00ading the first panel dis\u00adcus\u00adsion of the con\u00adfer\u00adence.  <\/p>\n\n<p>Before Open Up could actu\u00adally open its doors, how\u00adever, it still had to be set up. A whole con\u00advoy of help\u00ading hands from Osnabr\u00fcck, includ\u00ading tech\u00adni\u00adcal equip\u00adment, arrived to com\u00adplete the exist\u00ading equip\u00adment and exper\u00adtise in Hanover. Cam\u00aderas and lights were moved back and forth in the Leib\u00adnizsaal, cables were taped and a small con\u00adtrol room was installed at the back of the hall. For the online par\u00adtic\u00adi\u00adpants, the online mod\u00ader\u00ada\u00adtion team set up its work\u00adsta\u00adtion directly in the hall so that vir\u00adtual dis\u00adcus\u00adsions could also take place and every\u00adthing was finally ready for the con\u00adfer\u00adence.   <\/p>\n\n<h2 class=\"wp-block-heading\">In the witches\u2019 cauldron<\/h2>\n\n<p>Day 1: The weather was oppres\u00adsive and, as it turned out, there is no air con\u00addi\u00adtion\u00ading in the Leib\u00adnizhaus. Nev\u00ader\u00adthe\u00adless, the par\u00adtic\u00adi\u00adpants and the team on site are in good spir\u00adits and Open Up gets under\u00adway. Despite some minor tech\u00adni\u00adcal hic\u00adcups, all par\u00adtic\u00adi\u00adpants are wide awake and eager to dis\u00adcuss right from the start, both online and on site, which is not only due to the con\u00adstantly flick\u00ader\u00ading flash of Britta Beut\u00adnagel\u2019s cam\u00adera. After the pan\u00addemic years, some seem very happy to be able to take part in a live event again, while oth\u00aders con\u00adtinue to appre\u00adci\u00adate the online par\u00adtic\u00adi\u00adpa\u00adtion that has now become a habit.   <\/p>\n\n<p>It\u2019s not just hot on site, there are also heated dis\u00adcus\u00adsions on and off the stage. How\u00adever, the OER com\u00admu\u00adnity agrees on one point: OER is more about a shared mind\u00adset than spe\u00adcific resources. There needs to be bet\u00adter col\u00adlab\u00ado\u00adra\u00adtion between dif\u00adfer\u00adent areas of the uni\u00adver\u00adsity, such as the library and admin\u00adis\u00adtra\u00adtion. Acces\u00adsi\u00adbil\u00adity experts are also impor\u00adtant in order to meet the needs of a het\u00adero\u00adge\u00adneous stu\u00addent body. Over\u00adall, open edu\u00adca\u00adtion offers a great oppor\u00adtu\u00adnity for uni\u00adver\u00adsi\u00adties to meet chang\u00ading require\u00adments, as the FFF (Fri\u00addays for Future) gen\u00ader\u00ada\u00adtion has dif\u00adfer\u00adent ideas about uni\u00adver\u00adsity life and learn\u00ading meth\u00adods than those tra\u00addi\u00adtion\u00adally prac\u00adticed. By focus\u00ading on self-directed learn\u00ading, the devel\u00adop\u00adment of OER mate\u00adri\u00adals and the con\u00adsid\u00ader\u00ada\u00adtion of sus\u00adtain\u00adabil\u00adity aspects, stu\u00addents can be actively involved in the edu\u00adca\u00adtional process and new fund\u00ading oppor\u00adtu\u00adni\u00adties can be opened up. Poli\u00adcies and exam\u00adi\u00adna\u00adtion reg\u00adu\u00adla\u00adtions play an impor\u00adtant role in firmly anchor\u00ading open edu\u00adca\u00adtional prac\u00adtice in uni\u00adver\u00adsity struc\u00adtures. Col\u00adlab\u00ado\u00adra\u00adtion and exchange within the OER com\u00admu\u00adnity are cru\u00adcial in order to make the best pos\u00adsi\u00adble use of the poten\u00adtial of open edu\u00adca\u00adtion. Teach\u00aders could raise the inter\u00adest of uni\u00adver\u00adsity man\u00adage\u00adment by address\u00ading the change in stu\u00addents\u2019 under\u00adstand\u00ading of learn\u00ading and the rep\u00adu\u00adta\u00adtional ben\u00ade\u00adfits for the uni\u00adver\u00adsity. Open edu\u00adca\u00adtion should be more closely linked to cur\u00adric\u00adula, and we as the OER com\u00admu\u00adnity, as well as pol\u00adi\u00adcy\u00admak\u00aders and uni\u00adver\u00adsi\u00adties, need to con\u00adtinue work\u00ading together to enable the tech\u00adni\u00adcal infra\u00adstruc\u00adture and the cre\u00adation of inter\u00adop\u00ader\u00ada\u00adble OER por\u00adtals. In addi\u00adtion, edu\u00adca\u00adtional progress could be mapped in a wal\u00adlet or port\u00adfo\u00adlio in order to rec\u00adog\u00adnize achieve\u00adments.          <\/p>\n\n<p>There was also a lot going on away from the stage. Sil\u00advia Czer\u00adwin\u00adski and Timos Zdoupas from the team were out and about to cap\u00adture more voices: \u201cTimos and I were really happy: in addi\u00adtion to all the input and exchange, three par\u00adtic\u00adi\u00adpants agreed to give us a short state\u00adment for the cam\u00adera on the first day. You could tell how pas\u00adsion\u00adate every\u00adone was about OER and open edu\u00adca\u00adtion. Great!\u201d At the end of the first day, the atten\u00addees dis\u00adperse to enjoy the weather a lit\u00adtle longer before many of the local par\u00adtic\u00adi\u00adpants come together for good food, drinks and infor\u00admal dis\u00adcus\u00adsions at the con\u00adfer\u00adence din\u00adner in the Per\u00adma\u00adnent Rep\u00adre\u00adsen\u00adta\u00adtion in the evening. The atmos\u00adphere is excel\u00adlent, the Aperol Spritz sweet\u00adens the evening and old and new con\u00adtacts are cul\u00adti\u00advated.     <\/p>\n\n<h2 class=\"wp-block-heading\">Concentrated power for day two<\/h2>\n\n<p>In an almost friendly atmos\u00adphere, every\u00adone came together again on the sec\u00adond day and got down to busi\u00adness with con\u00adcen\u00adtrated com\u00admu\u00adnity power: together, they dis\u00adcussed what the com\u00admu\u00adnity wants and needs in order to win over OER stake\u00adhold\u00aders and which mea\u00adsures could give the OER move\u00adment a boost. Right at the begin\u00adning, Mar\u00adcus Deimann enthu\u00adsi\u00adas\u00adti\u00adcally takes up the cud\u00adgels for open edu\u00adca\u00adtional infra\u00adstruc\u00adtures, as their impor\u00adtance for dig\u00adi\u00adtal uni\u00adver\u00adsity teach\u00ading is immense: \u201cWe all want a sin\u00adgle sign-on with an incred\u00adi\u00adble com\u00adplex\u00adity of ser\u00advices to be con\u00adnected in order to make uni\u00adver\u00adsity teach\u00ading future-proof. Plat\u00adforms such as OER Lan\u00addesportale help teach\u00aders to think about OER from the out\u00adset and to sup\u00adport the <a href=\"https:\/\/oersi.org\/resources\/\" target=\"_blank\" rel=\"noreferrer noopener\">OERSI<\/a>  <\/p>\n\n<p>makes it pos\u00adsi\u00adble to search numer\u00adous OER sources for teach\u00ading. Although the sin\u00adgle sign-on has not yet been imple\u00admented, the OER com\u00admu\u00adnity is deter\u00admined to make edu\u00adca\u00adtion as easy as pos\u00adsi\u00adble for every\u00adone. <\/p>\n\n<p>Every\u00adone agrees that clear frame\u00adwork con\u00addi\u00adtions for OER at uni\u00adver\u00adsi\u00adties are a major step towards sim\u00adpli\u00adfy\u00ading open edu\u00adca\u00adtion. Because many teach\u00aders ask them\u00adselves \u201cHow does my uni\u00adver\u00adsity actu\u00adally deal with OER? What am I actu\u00adally allowed to license freely and what not?\u201d It there\u00adfore makes sense for uni\u00adver\u00adsi\u00adties to com\u00admit to OER them\u00adselves. But how do you cre\u00adate a clear frame\u00adwork for OER and how do you start to cre\u00adate an OER pol\u00adicy? Here are the recipes for suc\u00adcess from the panel dis\u00adcus\u00adsion with Andrea Schlot\u00adfeld, Katja Scholz-B\u00fcring and Chahira Nouira and Anne Sennhenn as a sub\u00adsti\u00adtute for Chris\u00adt\u00adian Ammer, who unfor\u00adtu\u00adnately had to can\u00adcel his par\u00adtic\u00adi\u00adpa\u00adtion in the event:    <\/p>\n\n<ul class=\"wp-block-list\">\n<li>Win over the Exec\u00adu\u00adtive Board and all mem\u00adbers through per\u00adsonal con\u00advic\u00adtion for an OER pol\u00adicy.<\/li>\n\n\n\n<li>Projects can stim\u00adu\u00adlate the cre\u00adation of an OER pol\u00adicy with their project logic.<\/li>\n\n\n\n<li>Stay in the process of OER pol\u00adicy cre\u00adation in an open dia\u00adlog about the prac\u00adtice of open edu\u00adca\u00adtion.<\/li>\n\n\n\n<li>We have to allow that there will be dif\u00adfer\u00adent speeds.  <\/li>\n\n\n\n<li>Make strate\u00adgic use of the fact that the atti\u00adtude towards OER is a pro\u00adfil\u00ading fac\u00adtor for uni\u00adver\u00adsi\u00adties. In the future, uni\u00adver\u00adsi\u00adties will com\u00adpete more strongly for stu\u00addents. The key\u00adwords here are demo\u00adgraphic change and the FFF gen\u00ader\u00ada\u00adtion: young peo\u00adple have dif\u00adfer\u00adent expec\u00adta\u00adtions of learn\u00ading and sus\u00adtain\u00adabil\u00adity than we cur\u00adrently exem\u00adplify.  <\/li>\n\n\n\n<li>Empha\u00adsize the idea of shar\u00ading in the pol\u00adicy as well.<\/li>\n\n\n\n<li>Recruit fel\u00adlow cam\u00adpaign\u00aders and make OER suc\u00adcess sto\u00adries vis\u00adi\u00adble: Sim\u00adply try it out so that peo\u00adple notice that you are suc\u00adcess\u00adful and are invited to con\u00adfer\u00adences.<\/li>\n\n\n\n<li>And last but not least: I don\u2019t have to rein\u00advent the wheel on my own. There are many places that help me. And I can then give that back.    <\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\">It\u2019s always sunny in Hanover<\/h2>\n\n<p>The con\u00adclu\u00adsion after two days of con\u00adfer\u00adence: Growth with car\u00adrots and sticks. Not sta\u00adbi\u00adliz\u00ading OER projects is the end of the line. There are too many addi\u00adtional tasks in day-to-day busi\u00adness. OER is an ongo\u00ading task, because OER is not inno\u00adv\u00ada\u00adtive. We need to reach a social con\u00adsen\u00adsus that \u201cwe share knowl\u00adedge\u201d so that shar\u00ading becomes a mat\u00adter of course. But per\u00adhaps we also need a bit of a \u201cwhip\u201d in the direc\u00adtion of using OER, not cre\u00adat\u00ading it. And above all, we should think OER by design.        <\/p>\n\n<p>Dur\u00ading the lunch break, the twillo team decides to skip the last point of the day because a stage is being set up in front of the Leib\u00adnizhaus as part of the F\u00eate de la Musique, which is tak\u00ading place in Hanover that day. As on the first day, it is very warm in the Leib\u00adnizhaus and with\u00adout open doors and win\u00addows it is impos\u00adsi\u00adble to con\u00adcen\u00adtrate on the con\u00adfer\u00adence. With the doors and win\u00addows open, how\u00adever, it is feared that it will be too loud and that con\u00adcen\u00adtrated work will also not be pos\u00adsi\u00adble.
