First and fore\u00admost is the acqui\u00adsi\u00adtion of AI skills for uni\u00adver\u00adsity staff and other per\u00adsons. <\/p>\n\n\n\n<p>This is the <strong>fourth and final post in our blog series \u201cAI in higher edu\u00adca\u00adtion\u201d.<\/strong> After the first post was about <a href=\"https:\/\/www.twillo.de\/en\/blog\/ai-detectors-as-saviors-of-written-exams\/\">AI detec\u00adtors<\/a>, we then looked at the <a href=\"https:\/\/www.twillo.de\/en\/blog\/ai-and-oer-how-a-legally-compliant-application-can-succeed\/\">legal aspects of AI and OER<\/a>. The third post dealt with <a href=\"https:\/\/www.twillo.de\/en\/blog\/ai-and-oer-prompt-tips-for-high-quality-teaching-materials\/\">prompt tips for high-qual\u00adity OER<\/a>. The series is now com\u00adplete with the fol\u00adlow\u00ading arti\u00adcle on manda\u00adtory AI skills.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Obligations for universities under the AI Regulation<\/h2>\n\n\n\n<p>On August 1, 2024, the AI Reg\u00adu\u00adla\u00adtion<a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2024\/1689\/oj\" target=\"_blank\" rel=\"noreferrer noopener\">(AI Act (EU) 2024\/1689<\/a>) came into force and applies directly in the mem\u00adber states with\u00adout the need for trans\u00adpo\u00adsi\u00adtion into national law. The AI Reg\u00adu\u00adla\u00adtion defines AI appli\u00adca\u00adtion sce\u00adnar\u00adios that are pro\u00adhib\u00adited from the out\u00adset and those that are likely to be asso\u00adci\u00adated with a high risk and there\u00adfore require spe\u00adcial care. <\/p>\n\n\n\n<p>The KI-VO also cov\u00aders the GPAI sys\u00adtems of providers such as Ope\u00adnAI, which are acces\u00adsi\u00adble at many uni\u00adver\u00adsi\u00adties for teach\u00ading and study pur\u00adposes via an inter\u00adface of the uni\u00adver\u00adsity net\u00adwork, as well as the LLM sys\u00adtems oper\u00adated on their own servers. The uni\u00adver\u00adsity assumes the role of oper\u00ada\u00adtor or provider within the mean\u00ading of the KI-VO. Art. 4, Art. 50, Art. 53 and Art. 55 of the AI Reg\u00adu\u00adla\u00adtion impose oblig\u00ada\u00adtions on providers and oper\u00ada\u00adtors of GPAI mod\u00adels. These are essen\u00adtially infor\u00adma\u00adtion and trans\u00adparency oblig\u00ada\u00adtions, oblig\u00ada\u00adtions regard\u00ading risk and data pro\u00adtec\u00adtion man\u00adage\u00adment, cyber\u00adse\u00adcu\u00adrity, com\u00adpli\u00adance with EU copy\u00adright law and the pro\u00advi\u00adsion of AI exper\u00adtise.   <\/p>\n\n\n\n<p>Vio\u00adla\u00adtions of the oblig\u00ada\u00adtions imposed by the AI Reg\u00adu\u00adla\u00adtion are sub\u00adject to heavy fines. Art. 113 of the AI Reg\u00adu\u00adla\u00adtion pro\u00advides for a stag\u00adgered start date for the oblig\u00ada\u00adtions to be com\u00adplied with in order to facil\u00adi\u00adtate imple\u00admen\u00adta\u00adtion for the par\u00adties con\u00adcerned. <\/p>\n\n\n\n<p>The first applic\u00ada\u00adble oblig\u00ada\u00adtion is the teach\u00ading of AI lit\u00ader\u00adacy. This must be imple\u00admented by Feb\u00adru\u00adary 2, 2025. What does this mean for uni\u00adver\u00adsi\u00adties? Uni\u00adver\u00adsi\u00adties must take <em>com\u00adpe\u00adtence-build\u00ading mea\u00adsures for the acqui\u00adsi\u00adtion of AI com\u00adpe\u00adtence<\/em> by staff and other per\u00adsons involved in the oper\u00ada\u00adtion and use of AI sys\u00adtems on their behalf. Mea\u00adsures include work\u00adshops or e\u2011learning courses. In addi\u00adtion to uni\u00adver\u00adsity employ\u00adees and mem\u00adbers of the uni\u00adver\u00adsity who are not employed by the uni\u00adver\u00adsity, such as stu\u00addents, the per\u00adsons to be trained will gen\u00ader\u00adally also be lec\u00adtur\u00aders.     <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What AI skills need to be taught?<\/h2>\n\n\n\n<p>Accord\u00ading to Art. 3 No. 56 of the AI Reg\u00adu\u00adla\u00adtion, AI com\u00adpe\u00adtence com\u00adprises the skills, knowl\u00adedge and under\u00adstand\u00ading that enable providers, oper\u00ada\u00adtors and data sub\u00adjects, tak\u00ading into account their respec\u00adtive rights and oblig\u00ada\u00adtions under this Reg\u00adu\u00adla\u00adtion, to use AI sys\u00adtems in an informed man\u00adner and to be aware of the oppor\u00adtu\u00adni\u00adties and risks of AI and the poten\u00adtial harm it can cause. Accord\u00ading to Art. 4 of the AI Reg\u00adu\u00adla\u00adtion, the tech\u00adni\u00adcal knowl\u00adedge, expe\u00adri\u00adence, edu\u00adca\u00adtion and train\u00ading, the con\u00adtext in which the AI sys\u00adtems are to be used and the per\u00adsons or groups of per\u00adsons with whom the AI sys\u00adtems are to be used must be taken into account. <\/p>\n\n\n\n<p>Accord\u00ading to <a href=\"https:\/\/www.denkfabrik-bmas.de\/fileadmin\/Downloads\/Publikationen\/AI_Literacy_Kompetenzdimensionen_und_Einflussfaktoren_im_Kontext_von_Arbeit.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Wienrich\/Carolus\/Markus\/Augustin<\/a>, AI-com\u00adpe\u00adtent peo\u00adple should<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Rec\u00adog\u00adnize and iden\u00adtify AI:<\/em> They should dis\u00adtin\u00adguish between dif\u00adfer\u00adent forms of AI and under\u00adstand at least the basic prin\u00adci\u00adples of how they work.<\/li>\n\n\n\n<li><em>Know and fol\u00adlow eth\u00adi\u00adcal prin\u00adci\u00adples that enable the respon\u00adsi\u00adble inte\u00adgra\u00adtion of AI sys\u00adtems:<\/em> you should be able to reflect on the poten\u00adtial dan\u00adgers of AI and ini\u00adti\u00adate coun\u00adter\u00admea\u00adsures if nec\u00ades\u00adsary.<\/li>\n\n\n\n<li><em>Be legally com\u00adpe\u00adtent:<\/em> You should be famil\u00adiar with the laws gov\u00adern\u00ading use with AI and have gen\u00aderal data pro\u00adtec\u00adtion knowl\u00adedge.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What implementation aids are available?<\/h2>\n\n\n\n<p>The EU Arti\u00adfi\u00adcial Intel\u00adli\u00adgence Office<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/ai-office\" target=\"_blank\" rel=\"noreferrer noopener\">(Euro\u00adpean AI Office<\/a>) has announced that it will pub\u00adlish prac\u00adti\u00adcal guide\u00adlines on the imple\u00admen\u00adta\u00adtion of oblig\u00ada\u00adtions for gen\u00aderal pur\u00adpose AI sys\u00adtems (GPAI sys\u00adtems) on the inter\u00adnet. The Euro\u00adpean Data Pro\u00adtec\u00adtion Super\u00advi\u00adsor (EDPS) has already pro\u00advided <a href=\"https:\/\/www.edps.europa.eu\/data-protection\/our-work\/publications\/guidelines\/2024-06-03-first-edps-orientations-euis-using-generative-ai_en\" target=\"_blank\" rel=\"noreferrer noopener\">guid\u00adance<\/a> on ensur\u00ading data pro\u00adtec\u00adtion com\u00adpli\u00adance when using gen\u00ader\u00ada\u00adtive AI sys\u00adtems on the inter\u00adnet. <\/p>\n\n\n\n<p>twillo already offers a <a href=\"https:\/\/www.twillo.de\/en\/event\/ai-and-oer-in-use-enhancing-oer-with-ai-in-a-versatile-and-legally-compliant-way-3\/\">work\u00adshop on AI skills<\/a>. The focus here is on the cre\u00adation of edu\u00adca\u00adtional mate\u00adri\u00adals, in par\u00adtic\u00adu\u00adlar OER, with the help of AI.
