At the net\u00adwork meet\u00adings ini\u00adti\u00adated by twillo, inter\u00adested par\u00adties can inform, exchange ideas, inspire and moti\u00advate each other on spe\u00adcific aspects of the pol\u00adicy process. <\/p>\n\n\n\n<p>By adopt\u00ading an <strong>OER pol\u00adicy<\/strong>, uni\u00adver\u00adsi\u00adties can set clear sig\u00adnals and frame\u00adwork con\u00addi\u00adtions for the use and cre\u00adation of open edu\u00adca\u00adtional mate\u00adri\u00adals and actively posi\u00adtion them\u00adselves in favor of free access to edu\u00adca\u00adtion and knowl\u00adedge. The devel\u00adop\u00adment of a pol\u00adicy and its anchor\u00ading in the strate\u00adgic goals of a uni\u00adver\u00adsity on the one hand and the imple\u00admen\u00adta\u00adtion of its prin\u00adci\u00adples in (teach\u00ading) prac\u00adtice on the other pose a num\u00adber of chal\u00adlenges. <\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Network meeting of twillo<\/h2>\n\n\n\n<p>With these intro\u00adduc\u00adtory sen\u00adtences, <strong>twillo<\/strong> has so far ini\u00adti\u00adated and hosted five net\u00adwork meet\u00adings on the topic of OER pol\u00adicy. The aim was to cre\u00adate a forum for exchange for those peo\u00adple at uni\u00adver\u00adsi\u00adties who are either already devel\u00adop\u00ading an OER pol\u00adicy or would like to ini\u00adti\u00adate this process at their uni\u00adver\u00adsity or other insti\u00adtu\u00adtion. On aver\u00adage, 25 peo\u00adple took part in the net\u00adwork meet\u00adings. These were drawn from the entire Ger\u00adman-speak\u00ading higher edu\u00adca\u00adtion sec\u00adtor (includ\u00ading the DACH region) and included, for exam\u00adple, lec\u00adtur\u00aders, librar\u00adi\u00adans, employ\u00adees from cen\u00adtral insti\u00adtu\u00adtions such as uni\u00adver\u00adsity didac\u00adtics, e\u2011learning cen\u00adters or cen\u00adtral institutions\/departments for con\u00adtin\u00adu\u00ading edu\u00adca\u00adtion as well as higher edu\u00adca\u00adtion pol\u00adicy insti\u00adtu\u00adtions.   <\/p>\n\n\n\n<p>Some were only inter\u00adested in one spe\u00adcific aspect, some have been attend\u00ading since the first meet\u00ading and have formed a small com\u00admu\u00adnity. The net\u00adwork meet\u00adings usu\u00adally have a mod\u00adu\u00adlar struc\u00adture with short the\u00admatic inputs fol\u00adlowed by a dis\u00adcus\u00adsion, which is doc\u00adu\u00admented in a pad and pub\u00adlicly acces\u00adsi\u00adble to all inter\u00adested par\u00adties. <\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Review and insight: First policy network meeting (August 2022)<\/h2>\n\n\n\n<p>The first meet\u00ading took place in August 2022. In a mod\u00ader\u00adated dis\u00adcus\u00adsion between Yulia Loose and Dr. Nor\u00adbert Kleine\u00adfeld from <a href=\"https:\/\/elan-ev.de\/\" target=\"_blank\" rel=\"noreferrer noopener\">ELAN e.V.<\/a>, the fol\u00adlow\u00ading ques\u00adtions were first clar\u00adi\u00adfied: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>What is an OER pol\u00adicy?<\/li>\n\n\n\n<li>What rea\u00adsons are there for a uni\u00adver\u00adsity to adopt one?<\/li>\n\n\n\n<li>What con\u00adtent is rel\u00ade\u00advant for an OER pol\u00adicy?<\/li>\n\n\n\n<li>How can the pol\u00adicy be trans\u00adlated into prac\u00adtice?<\/li>\n<\/ul>\n\n\n\n<p>This con\u00adver\u00adsa\u00adtion was recorded and is avail\u00adable on the <a href=\"https:\/\/www.twillo.de\/en\/oer-policy\/\">twillo web\u00adsite<\/a>. After\u00adwards, the par\u00adtic\u00adi\u00adpants were able to take part in a speed dat\u00ading ses\u00adsion with a total of four other peo\u00adple to dis\u00adcuss the sta\u00adtus of their own pol\u00adicy devel\u00adop\u00adment, the asso\u00adci\u00adated goals, the peo\u00adple involved and their own expe\u00adri\u00adences.<\/p>\n\n\n\n<p>The fol\u00adlow\u00ading points were then dis\u00adcussed in the ple\u00adnary ses\u00adsion:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>When estab\u00adlish\u00ading frame\u00adwork con\u00addi\u00adtions for OER, there is a need to <em>sharpen the ter\u00admi\u00adnol\u00adogy with regard to OER strate\u00adgies and OER poli\u00adcies<\/em><\/li>\n\n\n\n<li>OER can serve as a <em>way of strate\u00adgi\u00adcally posi\u00adtion\u00ading<\/em> insti\u00adtu\u00adtions on the edu\u00adca\u00adtion mar\u00adket<\/li>\n\n\n\n<li>A com\u00adbi\u00adna\u00adtion of <em>top-down<\/em> and <em>bot\u00adtom-up<\/em> processes is con\u00adsid\u00adered use\u00adful in order to imple\u00adment OER in teach\u00ading prac\u00adtice<\/li>\n\n\n\n<li>There needs to be a stronger focus on the <em>sub\u00adse\u00adquent use of OER<\/em><\/li>\n\n\n\n<li>In order to estab\u00adlish the use and cre\u00adation of OER at the uni\u00adver\u00adsity, their prac\u00adti\u00adcal <em>added value<\/em> must be com\u00admu\u00adni\u00adcated more clearly and con\u00adcrete <em>incen\u00adtives<\/em> cre\u00adated<\/li>\n\n\n\n<li>OER infra\u00adstruc\u00adtures should open up oppor\u00adtu\u00adni\u00adties for com\u00adpre\u00adhen\u00adsive <em>exchange on cur\u00adricu\u00adlum plan\u00adning<\/em> <\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Second network meeting (January 2023)<\/h2>\n\n\n\n<p>At the sec\u00adond meet\u00ading of the net\u00adwork in Jan\u00adu\u00adary 2023, the par\u00adtic\u00adi\u00adpants were able to choose between six top\u00adics and dis\u00adcuss them together using the <em>World Caf\u00e9<\/em> method \u2014 the most impor\u00adtant points were recorded on a <a href=\"https:\/\/pad.gwdg.de\/W8JOdr1HQma_eGp25VmBVA\" target=\"_blank\" rel=\"noreferrer noopener\">pub\u00adlicly acces\u00adsi\u00adble pad<\/a>. As the dis\u00adcus\u00adsion mainly revolved around more gen\u00aderal aspects of OER, such as the involve\u00adment of stu\u00addents or the reuse of OER, the ple\u00adnary ses\u00adsion jointly decided to focus more on core aspects directly related to an OER pol\u00adicy for future meet\u00adings. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Third network meeting (May 2023)<\/h2>\n\n\n\n<p>The third meet\u00ading took place at the begin\u00adning of May 2023. This time, <strong>twillo<\/strong> invited three OER pol\u00adicy experts whose uni\u00adver\u00adsi\u00adties had already adopted a pol\u00adicy: Katha\u00adrina Ebrecht from Reut\u00adlin\u00adgen Uni\u00adver\u00adsity (see <a href=\"https:\/\/www.reutlingen-university.de\/fileadmin\/University\/Hochschule\/Lernzentrum\/OER_Policy.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Pol\u00adicy of Reut\u00adlin\u00adgen Uni\u00adver\u00adsity<\/a>), Elis\u00ada\u00adbeth Scherer from the Uni\u00adver\u00adsity of D\u00fcs\u00adsel\u00addorf<a href=\"https:\/\/www.hhu.de\/fileadmin\/redaktion\/ZUV\/Justitiariat\/Amtliche_Bekanntmachungen\/2021\/2021_12_17_AB_58.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">(see Pol\u00adicy of the Uni\u00adver\u00adsity of D\u00fcs\u00adsel\u00addorf<\/a>) and Sina Nitzsche from Dort\u00admund Uni\u00adver\u00adsity of Applied Sci\u00adences and Arts<a href=\"https:\/\/www.fh-dortmund.de\/medien\/hochschule\/gesetze-verordnungen-erlasse\/14_OER-Policy-FH-Dortmund.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">(see Pol\u00adicy of Dort\u00admund Uni\u00adver\u00adsity of Applied Sci\u00adences<\/a>). The speak\u00aders reported on their indi\u00advid\u00adual expe\u00adri\u00adences and chal\u00adlenges and shared their solu\u00adtions from the pol\u00adicy process at their uni\u00adver\u00adsity. After\u00adwards, (fol\u00adlow-up) ques\u00adtions from the par\u00adtic\u00adi\u00adpants were answered and dis\u00adcussed together. The results of this excit\u00ading dis\u00adcus\u00adsion have also been made avail\u00adable and doc\u00adu\u00admented on a <a href=\"https:\/\/pad.gwdg.de\/T0KN6bpWQAGqbuEwM3vCnQ\" target=\"_blank\" rel=\"noreferrer noopener\">pub\u00adlicly acces\u00adsi\u00adble pad<\/a>.    <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Fourth network meeting (November 2023)<\/h2>\n\n\n\n<p>The fourth meet\u00ading in Novem\u00adber 2023 was used to present a guide to the pol\u00adicy imple\u00admen\u00adta\u00adtion process in the com\u00admu\u00adnity, the so-called <a href=\"https:\/\/doi.org\/10.57961\/9pjs-7p14\" target=\"_blank\" rel=\"noreferrer noopener\">OER Pol\u00adicy Kit<\/a>. The kit was devel\u00adoped by <strong>twillo<\/strong> (Sil\u00advia Czer\u00adwin\u00adski, TIB; Yulia Loose, ELAN e.V.) together with col\u00adleagues from <strong>ORCA.NRW<\/strong> (Irina H\u00f6r\u00admann, HS Nieder\u00adrhein; Frank Homp, Biele\u00adfeld Uni\u00adver\u00adsity; Ste\u00adfanie Legler, HS Ruhr West) and Astrid Dreyer, <strong>HAWK Hildesheim\/Holzminden\/G\u00f6ttingen<\/strong>. It is intended as a com\u00adpre\u00adhen\u00adsive prac\u00adti\u00adcal and action guide to sup\u00adport uni\u00adver\u00adsi\u00adties in the cre\u00adation and imple\u00admen\u00adta\u00adtion of their own OER pol\u00adicy. The basis for this is the partly sim\u00adi\u00adlar, partly dif\u00adfer\u00adent expe\u00adri\u00adences that the authors of the kit have had in the pol\u00adicy process.   <\/p>\n\n\n\n<p>The indi\u00advid\u00adual chap\u00adters of the kit describe the \u201cstages\u201d of the <strong>pol\u00adicy imple\u00admen\u00adta\u00adtion process<\/strong> \u2014 from writ\u00ading a draft to pub\u00adlish\u00ading an OER pol\u00adicy. It also pro\u00advides fur\u00adther infor\u00adma\u00adtion and prac\u00adti\u00adcal tips for imple\u00admen\u00adta\u00adtion. Var\u00adi\u00adous tem\u00adplates (OER pol\u00adicy tem\u00adplate, mail tem\u00adplates, pre\u00adsen\u00adta\u00adtion tem\u00adplate) and other addi\u00adtional mate\u00adri\u00adals that can be reused, such as hand\u00adouts, a pol\u00adicy list, etc., are pro\u00advided as an impor\u00adtant sup\u00adple\u00adment.  <\/p>\n\n\n\n<p>Valu\u00adable feed\u00adback on the kit was obtained from the com\u00admu\u00adnity at the net\u00adwork meet\u00ading and sub\u00adse\u00adquently incor\u00adpo\u00adrated. The kit is now used by uni\u00adver\u00adsi\u00adties through\u00adout Ger\u00admany along\u00adside the <a href=\"https:\/\/www.twillo.de\/en\/oer-policy\/\">OER pol\u00adicy tem\u00adplate<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Fifth network meeting (April 2024)<\/h2>\n\n\n\n<p>At the fifth net\u00adwork meet\u00ading in April this year, renowned experts were once again on board: Mar\u00adtin Ebner (TU Graz) and Simona Koch (Uni\u00adver\u00adsity of Duis\u00adburg-Essen) addressed the ques\u00adtion of what hap\u00adpens after the adop\u00adtion of an OER pol\u00adicy. How does an OER pol\u00adicy affect teach\u00ading prac\u00adtice and what mea\u00adsures are con\u00adducive to OER? At the Uni\u00adver\u00adsity of Duis\u00adburg-Essen, the OER pol\u00adicy was ini\u00adti\u00adated via the library. At the same time as the pol\u00adicy, it was decided to sup\u00adport the cre\u00adation of OER with a <a href=\"https:\/\/www.uni-due.de\/ub\/oer\/\" target=\"_blank\" rel=\"noreferrer noopener\">finan\u00adcial sub\u00adsidy<\/a> for stu\u00addent assis\u00adtants. In addi\u00adtion, a reg\u00adu\u00adlar OER net\u00adwork meet\u00ading was set up for mem\u00adbers of the Uni\u00adver\u00adsity of Duis\u00adburg-Essen, which has been very well received.    <\/p>\n\n\n\n<p>OER cer\u00adtifi\u00adcates are awarded at Aus\u00adtrian uni\u00adver\u00adsi\u00adties after <a href=\"https:\/\/www.oer-zertifikat.at\/oer\/de\/zertifizierung\/weiterbildungskonzept\" target=\"_blank\" rel=\"noreferrer noopener\">com\u00adpre\u00adhen\u00adsive train\u00ading<\/a> has been com\u00adpleted. OER can then be pub\u00adlished in the uni\u00adver\u00adsi\u00adty\u2019s own repos\u00adi\u00adtory. These and other pos\u00adsi\u00adble mea\u00adsures were dis\u00adcussed with the par\u00adtic\u00adi\u00adpants of the net\u00adwork meet\u00ading and fur\u00adther ques\u00adtions were doc\u00adu\u00admented in the <a href=\"https:\/\/pad.gwdg.de\/zCLDLHDBR_6zHlfHkCemVw\" target=\"_blank\" rel=\"noreferrer noopener\">pad<\/a>.  <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Support and outlook<\/h2>\n\n\n\n<p>In a total of five net\u00adwork meet\u00adings, we approached the topic of OER pol\u00adicy from dif\u00adfer\u00adent angles and dis\u00adcussed many aspects with the com\u00admu\u00adnity.<\/p>\n\n\n\n<p>You can also find out more about the con\u00adtent, oppor\u00adtu\u00adni\u00adties and chal\u00adlenges of an OER pol\u00adicy at a uni\u00adver\u00adsity on our <a href=\"https:\/\/www.twillo.de\/en\/oer-policy\/\">pol\u00adicy web\u00adsite<\/a>. Here we pro\u00advide a sam\u00adple pol\u00adicy that has already been used by some uni\u00adver\u00adsi\u00adties. There is also an inter\u00adac\u00adtive map show\u00ading those uni\u00adver\u00adsi\u00adties in Lower Sax\u00adony that have either already adopted a pol\u00adicy or are in the process of doing so. A nation\u00adwide overview is to be real\u00adized in the near future with the <a href=\"https:\/\/oerworldmap.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">OER World Map<\/a>.<\/p>\n\n\n\n<p>If required, we will orga\u00adnize fur\u00adther the\u00admatic exchange meet\u00adings.
